Workshops

The City of Vista will be hosting three (3) Outreach Series for the General Plan Update (GPU) – one series for each key phase of the project - listed below:

1. Outreach Series #1 - Establishing the Vision
2. Outreach Series #2 - Land Use Alternatives
3. Outreach Series #3 - Draft General Plan

Each Outreach Series will include four (4) public workshops held over a one-week period. The four workshops will be held in different locations throughout the City which generally coincide with the City Council districts. Three of the four workshops will be predominantly catered towards English speaking participates, while one workshop will be presented fully in Spanish. The material presented will be the same for each meeting in the series.

In March of 2023, the City of Vista hosted the first of three outreach events to educate and engage citizens about the City of Vista General Plan Update, it was called - Establishing the Vision!

The workshop series provided an overview of the project, existing conditions research, and participant-based exercises for residents to develop concepts that would create a long-term vision for the City of Vista. City Staff and RICK Consulting Staff have since developed a set of land use maps that implement the ideas we heard most frequently from the community, ideas like retaining the scale and character of existing residential communities and focusing growth into targeted areas.

The land use maps will be used in Workshop Series #2 - Land Use Alternatives. The maps will implement the themes heard during the visioning process at the land use level.

In late January and early February 2024, the City of Vista conducted the second series of workshops for the City of Vista General Plan Update - Land Use Alternatives!

The material discussed at these workshops were developed using the feedback received from the first workshop series, Establishing the Vision. Participants had the opportunity to review and discuss Vista's proposed Land Use Plan and two possible Land Use Alternatives.

As with the Workshop Series #1, there were four in-person meetings. The dates, times, locations (including district) and languages of each meeting are outlined in the table below. Note that each workshop covered the exact same material.

In March 2026, the City hosted the third and final outreach series for the Vista General Plan Update. These workshops presented the Draft General Plan Update and Draft Program Environmental Impact Report (PEIR) and provided an opportunity for the community to review the proposed plan and ask questions.

The draft plan reflects several years of technical analysis and community input gathered through earlier workshops, outreach events, and meetings with City Council and the Planning Commission.

Following the presentation, attendees participated in an open house format where they could review maps and speak with City staff and the consultant team.

The Draft General Plan Update and Draft Program Environmental Impact Report are now available for public review. Community members are encouraged to review the materials and submit comments during the public review period.
